Karadeniz ile Marmara Denizi aras\u0131nda yapay bir suyolu in\u015faas\u0131n\u0131 \u00f6ng\u00f6ren dev proje ile ilgili \u00c7evresel Etki De\u011ferlendirme Raporu, \u00c7evre ve \u015eehircilik Bakanl\u0131\u011f\u0131 taraf\u0131ndan onayland\u0131.<\/p>\n

Kanal \u0130stanbul diye an\u0131lan ve \u0130stanbul\u2019un Avrupa yakas\u0131nda 45 km uzunlu\u011funda, 400 metre geni\u015fli\u011finde yapay bir bo\u011faz etraf\u0131nda iki yar\u0131mada olu\u015fturacak olan proje, sadece \u00e7evre ve su kaynaklar\u0131 \u00fczerindeki etkileri y\u00fcz\u00fcnden degil, uluslararas\u0131 hukuk ve askeri alandaki olas\u0131 sonu\u00e7lar\u0131 \u00a0nedeniyle de son derece tart\u0131\u015fmal\u0131.<\/p>\n

B\u00f6ylesine devasa ve karma\u015f\u0131k, milyonlarca kent sakinin ya\u015fam\u0131n\u0131 de\u011fi\u015ftirecek bir projenin planlanma ve ger\u00e7ekle\u015ftirilme s\u00fcrecinde, t\u00fcm payda\u015flarla \u00a0geni\u015f kapsaml\u0131 bir diyalog ve dan\u0131\u015fma y\u00fcr\u00fct\u00fclmesi, ba\u011f\u0131ms\u0131z bilim insanlar\u0131n\u0131n g\u00f6r\u00fc\u015flerinin de\u011ferlendirilmesi ve tart\u0131\u015fmalar\u0131n \u015feffaf ve \u00f6zg\u00fcrce yap\u0131labilmesi beklenir.<\/p>\n

Ancak T\u00fcrkiye\u2019de, di\u011fer alanlarda oldu\u011fu gibi proje y\u00f6netiminde de etkili ve \u015feffaf diyalog, g\u00fcvenilir risk analizleri, \u00a0kamuoyunun her a\u015famada ayd\u0131nlat\u0131lmas\u0131 ve halka hesap verme gelene\u011fi yok.<\/p>\n

Ge\u00e7en Aral\u0131k ay\u0131nda \u00e7evresel etki de\u011ferlendirmesi tamamlan\u0131p yay\u0131nland\u0131\u011f\u0131nda, binlerce ki\u015fi, itiraz dilek\u00e7elerini sunmak \u00fczere \u0130stanbul \u00c7evre ve \u015eehircilik \u0130l M\u00fcd\u00fcrl\u00fc\u011f\u00fc \u00f6n\u00fcnde uzun kuyruklar olu\u015fturdu.<\/p>\n

\u0130stanbul B\u00fcy\u00fck\u015fehir Belediye Ba\u015fkan\u0131 Ekrem \u0130mamo\u011flu, \u0130stanbul\u2019a ihanet diye tan\u0131mlad\u0131\u011f\u0131 projenin halk oylamas\u0131na sunulmas\u0131n\u0131 istedi.<\/p>\n

10 Ocak\u2019ta, ana muhalefet Cumhuriyet Halk Partisi lideri Kemal K\u0131l\u0131\u00e7daro\u011flu, \u0130Y\u0130 Parti lideri Meral Ak\u015fener ve B\u00fcy\u00fck\u015fehir Belediye Ba\u015fkan\u0131 Ekrem \u0130mamo\u011flu\u2019nun da kat\u0131ld\u0131\u011f\u0131 bir \u00e7al\u0131\u015ftayda<\/a>, bilim insanlar\u0131, \u00e7evreciler,akademisyenler ve siyaset\u00e7iler, kar\u015f\u0131la\u015f\u0131labilecek sorunlar\u0131 ve \u00f6ng\u00f6r\u00fclmeyen sonu\u00e7lar\u0131 de\u011ferlendirdiler.<\/p>\n

Ne var ki, Cumhurba\u015fkan\u0131 itirazlar\u0131 dikkate almayaca\u011f\u0131n\u0131 \u201cKanal \u0130stanbul\u2019u isteseler de istemeseler de yapaca\u011f\u0131z\u201d diyerek<\/a> ortaya koydu. \u00a0“Kanal \u0130stanbul konusu bu \u015fahs\u0131n konusu de\u011fil” s\u00f6zleriyle de \u0130stanbul\u2019un ezici \u00e7o\u011funlukla se\u00e7ilmi\u015f ba\u015fkan\u0131n\u0131 projede payda\u015f g\u00f6rmedi\u011fini ilan etti.<\/p>\n

Cumhurba\u015fkan\u0131, Kanal \u0130stanbul\u2019un milli bir proje oldu\u011funu ve B\u00fcy\u00fck\u015fehir Belediye Ba\u015fkan\u0131n\u0131 ilgilendirmedi\u011fini s\u00f6yl\u00fcyor ama \u2018\u00e7\u0131lg\u0131n projem\u2019 dedi\u011fi \u0130stanbul\u2019a kanal yapma hayalinin \u00a01990\u2019l\u0131 y\u0131llarda ayn\u0131 g\u00f6revde kendisinin bulundu\u011fu g\u00fcnlerden beri varoldu\u011funu belirtiyor.<\/p>\n

Cumhurba\u015fkan\u0131 Erdo\u011fan, proje hakk\u0131nda ilk olarak ayr\u0131nt\u0131l\u0131 \u015fekilde 2011 y\u0131l\u0131nda konu\u015fmu\u015ftu. Y\u0131llarca rafta kald\u0131 ama Ekrem \u0130mamo\u011flu\u2019nun tekrarlanan se\u00e7imdeki zaferi ard\u0131ndan yeniden g\u00fcndeme geldi.<\/p>\n

\u0130ktidar, Kanal \u0130stanbul\u2019un \u00a0\u0130stanbul Bo\u011faz\u0131’ndaki trafi\u011fi ve ba\u011flant\u0131l\u0131 riskleri azaltaca\u011f\u0131n\u0131 ve \u00fclkeye ciddi manada maddi getirisi olaca\u011f\u0131n\u0131 savunuyor. Ayr\u0131ca kanal\u0131n iki yan\u0131nda modern yerle\u015fim alanlar\u0131 kurulaca\u011f\u0131n\u0131 vaadediyor.<\/p>\n

Muhalifleri ise, bunun bir rant projesi oldu\u011fu g\u00f6r\u00fc\u015f\u00fcnde.<\/p>\n

\u00dclkenin en iyi ara\u015ft\u0131rmac\u0131 ba\u011f\u0131ms\u0131z gazetecilerinden \u00c7i\u011fdem Toker<\/a>, S\u00f6zc\u00fc gazetesindeki k\u00f6\u015fesinde \u015fimdiden y\u00fczbinlerce metrekare arazinin el de\u011fi\u015ftirdi\u011fini yazd\u0131. Kanal g\u00fczergah\u0131ndaki alanlara en fazla ilgi ise aralar\u0131nda kraliyet ailesi \u00fcyelerinin de bulundu\u011fu K\u00f6rfez \u00fclkeleri vatanda\u015flar\u0131ndan.<\/p>\n

Ula\u015ft\u0131rma ve Altyap\u0131 Bakan\u0131 Cahit Turhan, Anadolu Ajans\u0131\u2019na yapt\u0131\u011f\u0131 a\u00e7\u0131klamada, kanal\u0131n projelendirmeden sonraki yap\u0131m maliyetini 15 milyar dolar olarak belirlediklerini bildirdi. Kanaldan ge\u00e7ecek gemilerden al\u0131nacak paray\u0131 ise asgari y\u0131ll\u0131k net 1 milyar dolar civar\u0131nda diye a\u00e7\u0131klad\u0131.<\/p>\n

Projeye y\u00f6nelik ele\u015ftirilerden biri, ekonomik rasyonaliteden uzakl\u0131\u011f\u0131 ve ger\u00e7ek maliyetinin belirtilenin \u00e7ok \u00fcst\u00fcnde olaca\u011f\u0131.<\/p>\n

Ama as\u0131l endi\u015fe yaratan yan\u0131, \u00e7evreye ve su havzalar\u0131na verece\u011fi d\u00fc\u015f\u00fcn\u00fclen geri d\u00f6nd\u00fcr\u00fclmesi olanaks\u0131z zararlar.<\/p>\n

10 Ocak\u2019taki \u00e7al\u0131\u015ftayda uzmanlar, Kanal \u0130stanbul\u2019un i\u00e7inden ge\u00e7ece\u011fi alanlarda su havzalar\u0131 ve yeralt\u0131 su kaynaklar\u0131n\u0131 olumsuz etkilece\u011fi, tuzlanma riski yaratarak hem su kaynaklar\u0131n\u0131 hem de tar\u0131m alanlar\u0131n\u0131 tehdit edece\u011fi, Marmara ve Karadeniz\u2019de bal\u0131k ve su \u00fcr\u00fcnlerine zarar verece\u011fi uyar\u0131s\u0131nda bulundular. Ormanlar, do\u011fal ya\u015fam ve arkeolojik alanlar \u00fczerindeki olumsuz sonu\u00e7lar\u0131 ile \u00a0de bir t\u00fcr ekolojik k\u0131r\u0131m olarak g\u00f6rd\u00fcklerini s\u00f6ylediler.<\/p>\n

Do\u011fal, insani ve ekonomik maliyeti bu kadar y\u00fcksek bir projeyi, t\u00fcm itirazlara kulak t\u0131kayarak hayata ge\u00e7irme inad\u0131, CHP lideri Kemal K\u0131l\u0131\u00e7daro\u011flu taraf\u0131ndan \u2018insan hayat\u0131na \u00f6ncelik tan\u0131mama\u2019 siyaseti olarak ele\u015ftiriliyor.<\/p>\n

K\u0131l\u0131\u00e7daro\u011flu, \u00e7al\u0131\u015ftayda, \u0130stanbul\u2019un \u00f6nceli\u011finin Kanal \u0130stanbul olmad\u0131\u011f\u0131n\u0131, ciddi deprem riskiyle ba\u015fedecek \u00f6nlemlere neden hemen ba\u015flanmad\u0131\u011f\u0131n\u0131 sordu.<\/p>\n

Kanal \u0130stanbul\u2019un uluslararas\u0131 hukuk a\u00e7\u0131s\u0131ndan stat\u00fcs\u00fc ise bir ba\u015fka tart\u0131\u015fma konusu. \u0130ktidar, Kanal\u0131n bir i\u00e7 suyolu oldu\u011funu ve \u00c7anakkale ve \u0130stanbul Bo\u011fazlar\u0131ndan ge\u00e7i\u015f rejimini ve \u00a0b\u00f6lgenin g\u00fcvenli\u011fini d\u00fczenleyen 1936 Montr\u00f6 S\u00f6zle\u015fmesinin<\/a> kapsam\u0131 d\u0131\u015f\u0131nda kalaca\u011f\u0131n\u0131 savunuyor.<\/p>\n

S\u00f6zle\u015fme, Bo\u011fazlardan ge\u00e7en yabanc\u0131 bandral\u0131 ticaret gemilerinin ge\u00e7i\u015f haklar\u0131n\u0131 ve Karadeniz\u2019e ge\u00e7i\u015f yapmak isteyen sava\u015f gemilerinin hukuki durumlar\u0131n\u0131 d\u00fczenliyor.<\/p>\n

Montr\u00f6 S\u00f6zle\u015fmesini Lozan Antla\u015fmas\u0131 ile birlikte T\u00fcrkiye Cumhuriyeti\u2019nin temellerini olu\u015fturan en \u00f6nemli belgelerden biri diye tan\u0131mlayan CHP \u0130stanbul milletvekili ve Genel Ba\u015fkan Yard\u0131mc\u0131s\u0131,\u00a0 eski b\u00fcy\u00fckel\u00e7i \u00dcnal \u00c7evik\u00f6z ise, Meclis\u2019te yapt\u0131\u011f\u0131 konu\u015fmada, \u0130stanbul Bo\u011faz\u0131na alternatif bir suyolu in\u015fa etmenin bo\u011fazlar\u0131n stat\u00fcs\u00fcn\u00fc de\u011fi\u015ftirmeyece\u011fini, Montr\u00f6\u2019y\u00fc ortadan kald\u0131rman\u0131n ise T\u00fcrkiye\u2019nin kendi egemenlik haklar\u0131ndan vazge\u00e7mesi sonucunu do\u011furaca\u011f\u0131n\u0131 s\u00f6ylemekte.<\/p>\n

Ula\u015ft\u0131rma, Denizcilik ve Haberle\u015fme Bakan\u0131 Ahmet Arslan, \u0130stanbul Bo\u011faz\u0131\u2019nda tehlikeli madde ta\u015f\u0131yan gemilerin olu\u015fturdu\u011fu riski azaltmay\u0131 ama\u00e7lad\u0131klar\u0131n\u0131 belirtirken, gemi trafi\u011finin bir b\u00f6l\u00fcm\u00fcn\u00fcn kanala y\u00f6nlendirilece\u011finin de i\u015faretini veriyor.<\/p>\n

Ancak, Montr\u00f6 S\u00f6zle\u015fmesi uyar\u0131nca paras\u0131z ge\u00e7i\u015f hakk\u0131na sahip ticari gemilerin g\u00f6n\u00fcll\u00fc olarak paral\u0131 ge\u00e7i\u015f yapacaklar\u0131 yeni kanala y\u00f6neleceklerine ihtimal verilmiyor.<\/p>\n

Bu y\u00f6nde at\u0131lacak ad\u0131mlar\u0131n ve getirilecek s\u0131n\u0131rlamalar\u0131n da Montr\u00f6 S\u00f6zle\u015fmesinin \u00a0\u00e7i\u011fnenmesi anlam\u0131na gelece\u011fi a\u00e7\u0131k.<\/p>\n

\u00c7evresel, hukuki ve ekonomik kayg\u0131lar\u0131n dikkate al\u0131nmamas\u0131 kar\u015f\u0131s\u0131nda bundan sonra at\u0131lacak ad\u0131m, hukuki yollara ba\u015fvurmak.<\/p>\n

\u0130stanbul halk\u0131n\u0131n direnece\u011fine inanan \u0130stanbul B\u00fcy\u00fck\u015fehir Belediye Ba\u015fkan\u0131 Ekrem \u0130mamo\u011flu, \u00c7ED Raporu’nun onaylanmas\u0131n\u0131n ard\u0131ndan yapt\u0131\u011f\u0131 a\u00e7\u0131klamada, ki\u015filerin hukuku \u00e7er\u00e7evesinde, mahkeme a\u00e7ma hakk\u0131n\u0131n kullan\u0131lmas\u0131 \u00e7a\u011fr\u0131s\u0131nda bulundu.<\/p>\n
